The Framecastic ABR HLS Transcoder takes a live MPEG-TS input, decodes it in hardware on a dedicated media accelerator card, scales it to an adaptive-bitrate ladder on the hardware scaler, encodes every rung in hardware and writes HLS with a master playlist. Keyframes are aligned across every rung, so a player switches cleanly, and the audio can be encoded once and shared by every video variant. It is driven entirely by a REST API. It is a working HLS ABR transcoder; it is not an OTT headend, and the list below says exactly where the line falls.
